For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:

“Auxiliary members” means any person appointed by the police chief who shall be uncompensated, volunteer members of organized adjuncts to the police department. Auxiliary members of the police department shall not have peace officer authority delegated to them. These members will have the authority to enforce city ordinances or code provisions regulating the parking or standing of vehicles.

“Limited reserve officer” means any person that meets the requirements established by the Arizona Law Enforcement Officer Advisory Council (ALEOAC) within their rules and regulations. These persons will have limited powers as established by these regulations.

“Police aide” means any person employed by the police department that is empowered to commence an action or proceeding before a court or judge for any violation of this code or city ordinances regulating the standing or parking of vehicles. The authority of the police aide shall be strictly limited to the enforcement of these code provisions or ordinances, and such aides are not granted any other powers or benefits to which peace officers of the city are entitled. Police aides will be unarmed employees.

“Reserve police officer” means any person commissioned as a peace officer who has taken an oath as such. No person shall be allowed to take such an oath until they have been certified by the state as having completed the required training. Arizona Law Enforcement Officer Advisory Council (ALEOAC) Rules and Regulations are adopted as the standards for certification. [Code 2006 § 4-1-6. Ord. 89-14, 7-12-1989].
