A. A monthly service charge for wastewater collection and treatment shall be delinquent if not paid within 30 days after the bill is issued.

B. A notice of delinquency shall be mailed certified, return receipt requested, to the property owner’s last known address or to the address at which the tax bill for the property was last mailed, and the occupant of the premises or other users of the city wastewater system.
