The monthly service charge or any other fees herein established shall be collected from the property owner, or from the users of the premises which are connected to the city wastewater system, or from other users of the system such as septage haulers. Such monthly service charge and any other fees established by this division shall run with the land to which such charges and fees relate except where prohibited by state law. [Code 2006 § 13-6-4.
