The city shall have no obligation to extend wastewater collection service or to provide wastewater treatment or reserve capacity for users outside the city. However, in the event the city wastewater system has sufficient capacity to permit additional connections to be made, the city may allow connections and may enter into agreements with governmental entities or private parties to provide service subject to agreement upon fees.
