Once the council, based upon an accepted analysis, has instructed the city manager to implement an extension to the city wastewater system the city manager shall request the appropriation of all funds necessary to design and construct the extension. This construction shall include all portions of any collection system necessary to collect wastewater effluent from each parcel or structure and shall be in full compliance with the city specifications.
