No person occupying or employed in any business establishment shall deposit any litter in any receptacle, unless such receptacle shall be provided with a lid of sufficient weight to prevent the escape of any litter from the receptacle. This provision shall not apply to boxes, either cardboard or wooden, not less than six inches square in size, provided a receptacle shall be provided of sufficient size to prevent such boxes from being carried or deposited by the elements upon any street, alley or other public place.
