It is unlawful for any person to place or cause to be placed any refuse, trash, filth, rubbish or debris upon any public or private property within the city except as specifically permitted in this title and, in addition to any fine which may be imposed for a violation of any provision of this section, shall be liable for all costs which may be assessed pursuant to this chapter for the removal of the refuse, trash, filth, rubbish or debris.
