It is the purpose of this chapter to provide for the regulation and control of cable television systems operating within the city by the council, in the public interest; to authorize the council to grant one or more nonexclusive licenses to operate cable communications systems; to provide for the use of city streets, public utility easements, public rights-of-way and public places by licensees and compensation to the city for use of same; and to require that the provisions of this chapter be applicable to all licenses granted by the council. It is the further purpose and intent of this chapter to facilitate the provision of high quality cable television service to the citizens of the city while minimizing disruptions of the public domain for system installation and maintenance.
