It is hereby declared to be the intention of the city council that the sections, paragraphs, sentences, clauses, phrases and words of this chapter are severable, and if any section, paragraph, sentence, clause, phrase or word(s) of this chapter shall be declared unconstitutional or otherwise invalid, such unconstitutionality or invalidity shall not affect any of the remaining sections, paragraphs, sentences, clauses, phrases and words of this chapter.
