“Employee” means all persons who are not public officers who are employed on a full, part-time or contract basis by the city or any of its departments, commissions, agencies, bodies or boards for remuneration.

“Public officer” means all elected and appointed officers of the city, all members of boards, commissions and committees established by ordinance, code, resolution or motion of the council. [Code 2006 § 3-6-1].
