It is unlawful for any person to violate any provision of this chapter or to refuse or willfully neglect to obey any lawful regulation or order issued as provided in this chapter. This provision, however, does not apply to the refusal of any private organization or members thereof to participate in an emergency, local emergency or state of emergency as defined by this chapter.
