Except in the case of an emergency or ordinances previously considered in a public meeting by the planning and zoning commission, council shall consider new ordinances at a minimum of two public meetings prior to adoption. [Code 2006 § 2-5-4. Ord. 2023-04 § 1, 7-11-2023].
