The city engineer shall administer, implement, and enforce the provisions of this chapter. The city engineer may designate other employees to exercise powers and perform duties under the provisions of this chapter. The authorities granted to the city engineer under the provisions of this section are subject to SCC 2.55.010(B) as to relationship to the city manager. In the case of overlapping authority regarding wastewater discharge as defined in Division I of this title and the authority regarding discharge under this chapter, the director of wastewater is authorized to act on behalf of the city engineer.
