In addition to the discharge limitations contained herein, the council shall have the authority to establish quantity of discharges and permissible limits of concentration of various specific substances, materials, waters or wastes that can be accepted into the city wastewater system and to specify those substances, materials, waters or wastes that are prohibited from entering the city wastewater system.
