It is unlawful for any person to deposit, or permit to be deposited, in an unsanitary manner, upon or under any public or private property within the city, or in any area under the jurisdiction of the city, any human or animal excrement, septage or other objectionable waste, pursuant to SCC 8.10.020(G).
