Property owners in an area not yet sewered may request to extend the city wastewater system at their sole expense. Extensions shall be subject to a determination by the director and city engineer that unallocated capacity exists for conveyance and treatment of wastewater from the area which would have sewer availability if the requested extension is constructed. The director may request such information regarding the amount, design, service area, and nature of the flow as may relate to determining the ability of the wastewater system to convey and treat the flow without being detrimental or potentially detrimental to the system. Extensions of a public sewer main shall terminate in a manhole and include at least one lateral to each property to be served along the length of the main.
