No person shall operate skateboards, roller blades, roller skates, bicycles, scooters or any rolling vehicles in a city park where such activity is specifically prohibited by appropriate posting, or in an unsafe manner so as to infringe upon the safety of themselves or others. In cases where a way or trail serves as a pedestrian route, users of rolling vehicles shall reduce their speeds so as not to pose a danger to pedestrians.
