A. Except as otherwise provided herein, from and after the effective date of the enacting ordinance, this chapter shall apply to all new development within any service area, except for the development of any public school, private school or city facility.

B. The provisions of this chapter shall apply to all of the territory within the corporate limits of the city.

C. The city manager or his/her designee is authorized to make determinations regarding the application, administration and enforcement of the provisions of this chapter. [Ord. 2014-04 § 1, 5-22-2014; Res. 2014-09 Exh. A, 5-22-2014].
