It is unlawful for any person to willfully or negligently permit or cause the escape or flow of water or earthen material onto streets or adjacent properties in such manner as to cause flooding or to endanger or impede vehicular or pedestrian traffic. Earthen materials in this reference shall include but not be limited to soil, silt, clay, sand, gravel, rock, dirt, mud, organic material or combination thereof. [Code 2006 § 10-1-6].
